David Garvey, M.Eng.

Biomedical Engineer & Onboarding Specialist, The LaunchPort

David Garvey is a biomedical engineer specializing in medical device manufacturing, process development, and quality systems integration. He currently serves as a Biomedical Engineer and Onboarding Specialist at The LaunchPort, a medtech manufacturing accelerator located in Baltimore. In this role, David works directly with emerging medical device companies to transition early-stage technologies into scalable, regulatory-compliant manufacturing environments.

At The LaunchPort, David leads the technical onboarding of new client devices into the organization’s ISO 13485 quality management system. His work involves developing manufacturing processes, establishing device documentation, supporting risk management activities, and preparing products for verification, validation, and regulated production. By collaborating closely with startup teams, engineers, and quality professionals, he helps bridge the gap between early-stage innovation and real-world manufacturing.

David’s work frequently intersects with advanced manufacturing technologies, including additive manufacturing. He has experience evaluating and integrating 3D printing processes into medical device development workflows, particularly for prototyping, tooling, and low-volume production applications. His focus is on ensuring that additive manufacturing approaches align with regulatory expectations while supporting design flexibility, rapid iteration, and design-for-manufacturability considerations during device development.

David earned his master’s degree in bioengineering from the University of Maryland, where he concentrated on medical device design and global health. During his graduate studies, he was a fellow at the Robert E. Fischell Institute for Biomedical Devices, where he contributed to research supporting cervical cancer prevention technologies and their translation from laboratory development into clinical use, with a focus on deployment in low- and middle-income countries.

In addition to his engineering background, David has experience in emergency medical systems and computer-aided design, providing him with a practical perspective on how medical technologies must function in both clinical and operational environments. This multidisciplinary experience informs his approach to device development, emphasizing usability, manufacturability, and regulatory readiness.

At the upcoming Maryland MedTech Summit, David will participate in a panel discussion on the role of additive manufacturing in medical device development and production. Drawing on his experience working with early-stage medtech companies, he will share insights on how 3D printing technologies can support device innovation while meeting the regulatory and quality requirements necessary for medical device manufacturing.

Alexandra Moylan advises health systems, academic medical centers, and life sciences organizations on privacy compliance, AI governance, clinical research regulation, and enterprise data operations. As both a Certified Information Privacy Professional (CIPP/US) and Certified AI Governance Professional (AIGP), Alex helps clients design and implement legally compliant data governance frameworks that align with HIPAA, FDA, and global privacy standards, enabling the responsible use of health data and artificial intelligence in research and clinical care.

Alex works extensively with health systems and academic research institutions to ensure compliance across Institutional Review Board (IRB) operations, data use and sharing, and human subjects research oversight. She assists with the development and review of IRB policies, data sharing agreements, informed consent templates, and data access workflows that support compliant secondary research, multi-site studies, and enterprise data warehouse initiatives. Her counsel integrates HIPAA Privacy and Security Rule requirements with emerging AI and predictive analytics applications, helping organizations leverage data while maintaining regulatory fidelity.

In the AI and data governance space, Alex advises on the ethical and regulatory dimensions of algorithmic development, validation, and deployment in healthcare environments. She counsels clients on compliance with state, federal, and international privacy laws such as HIPAA, CPRA, GDPR, and the EU Artificial Intelligence Act. She has led the design of AI governance frameworks addressing transparency, bias mitigation, and model accountability within enterprise health systems.

Her practice also encompasses complex data transactions, including drafting and negotiating data use, licensing, and de-identification agreements for hospitals, research consortia, and technology vendors. She routinely collaborates with general counsel, chief privacy officers, research compliance teams, and IT/information security leadership to operationalize data governance policies and privacy compliance strategies.
